Summary/Abstract: One of the most complex problems in the Romanian politics after 1989 is that of the relation between the legislative and the executive power within the political system. This institutional arrangement of power must be analyzed beyond the formal limits of the constitutional framework, necessarily involving a substantive analysis of how both powers have exercised authority in Romanian politics. Formally, in Romania, the Parliament has a dominant position in relation with the Government. This article aims to provide an analysis to justify the dominance of Government in the Romanian political system.
