Summary/Abstract: The term le pouvoir hiérarchique in the Republic of France denotes a phenomenon that is being studied by the governing science and administrative law. Its translation is ambiguous, depending on the context in which it is used: either as the hierarchical authorities or the authorization. Within the French governing science, the centralized and decentralized state organs and administration are opposed to each other using this phenomenon as the basis. The principal on which the organizational administrative law in this state is founded plays a key role, and in other countries that have adopted their legal order and legal science of the administrative law as the obligatory element of legal state with democratic tradition of written constitutionality. The hierarchical power, in the administrative law, is also subjected to the analysis from the decentralized, and even from dispersed point of view, as the fundamental organizational principles of the state governing within the French republic. In addition to this, this state’s hierarchy is also studied in the context of the officials’ relation in the state administration.
