Summary/Abstract: Besides saving, implementation of renewable energy sources significantly contributes to stimulation of innovations, employment increase, social and economic growth. It also results in considerable energetic and financial savings with relatively low investments. Basic elements of social and economic development of the Republic of Serbia until 2020, stated in the Concept of Development of Serbia, of 18.12.2010 are followed by a structure proposed and adopted by the European Commission (EC) when creating European Strategies 2020, taking in the account all the specific features of the Republic of Serbia. This document also defines the method of elaboration of the proposed development concept through sector strategies and institutions working on implementation of the defined objectives.The precondition for accomplishing the objectives of energetic efficiency is conceptualization and gradual implementation of institutional, legal, structural, organizational, and financial and economic reforms in the appropriate segments of the energy sector of the Republic of Serbia. Energy and economic oriented regulation together with financial support would create a social environment for successful realization of the program of the rational use of energy. Significant improvement in this area and increased use of renewable energy sources is closely interconnected with general economic and social policies. There is a realistic potential for a contribution to social and economic development and economic growth, which can affect all the areas of economic activities. Implementation of renewable energy sources through implementation of the EU norms and standards in the field of energy efficiency will affect Serbian integration in the EU. Serbia has significant natural potentials for the implementation of RES. The development of these potentials for building renewable electrical energy sources from the point of protection of the environment shows social and economic category of the development of Serbia. In accordance with the Strategy of Social and Economic Development, monitoring and evaluation of indicators has been proposed, both in sectors and integrally, from the beginning of implementation of renewable energy sources in Serbia. In order to achieve better results in implementation of RES and improvement of social and economic development of Serbia, it would be important to find different ways for the off-budget funding (donations, bank loans, international funds for energy efficiency, etc. )
