Towards the Making of a Law for the Bulgarians Abroad

Summary/Abstract: The offered paper tackles the necessity of a law for the Bulgarians abroad. In the author's view it should contain all basic regulations on the subject without excluding the possibility for settling of concrete legal matters from other legislative acts. The issue of the requirements which the future law for the Bulgarians abroad should satisfy is discussed, too. These requirements are bound to the obligations of Bulgaria's participation in a series of agreements together with other European states and some other acts of universal character. The main part of the paper covers the author's vision of the content of a future law. He is of the opinion that the latter should be relevant to the most important acts passed recently making possible the transition of this country's socio-economic system to democracy and market economy. Having this in mind the new law should include the basic principles of Bulgaria's democtaric legal system related to the interests of our compatriots abroad, to their problems, to their constitutional rights, to their electoral rights and all the other rights of constitutional character, to their public rights and obligations, to their citizens rights, to their family rights, as well as to the judicial inquiry issues, and other rights. The passing of such a law will be an important stage in the proper normative regulation of the rights of the Bulgarians abroad.
