Summary/Abstract: The article discusses the evolution of the cooperation within the Common Security and Defence Policy (CSDP) framework in the year 2013, with special focus on the assessment of preparations of the European Council meeting on defence and security in December 2013, as well as its outcomes and possible consequences. It starts with a presentation of key drivers for the functioning of CSDP, a brief overview of the changes in European defence budgets, and of the results of sub-regional cooperation in the domain of defence. The article also analyzes the course of the debates within EU on the strategic framework of CSDP, which are presently characterized primarily by a lack of comprehensive vision of that policy and a deficit of political will to formulate it. It also discusses the issue of CSDP capability development, analyzing the results of the main programmes conducted in this area by member states, and coordinated by European Defence Agency. The authors assess the current state of affairs and dispute on the future development in the domain of defence industry and European defence market. They conclude with a presentation of operational EU activities in the CSDP framework, an analysis of the key tendencies and trends regarding expeditionary engagements of the Europeans, and a brief discussion on potential options of future development of CSDP. The authors hypothesize that CSDP, despite the December Summit, is still in deep crisis, and the chances for improvement in the near future are not particularly high.
