Summary/Abstract: Civilian control over armed forces is a part of the essential preconditions of a democracy. It is clearly outlined as such in the Copenhagen criteria specifying political conditions for EU accession, and therefore it was fully endorsed by Romania on several occasions. However, the recent background of civil-military relations is not a fortunate one.
