Summary/Abstract: The article is concerned with the problem of finding effective instruments beneficial in the development of scientific and methodological competency in university professorial staff. It also deals with the issue of their inclusion into the scientific and methodological work based on a cascade model. The essence of the cascade model is revealed through an example of problem solving process based on technical supervision forwarding students’ scientific and methodologic competency development. The general technology of students’ independent study skills development aimed at cognitive competency enhancement is characterized. It is proven that purposefully modified pedagogical technology is facilitative in the evolvement of all basic components making up the personal quality in focus. The integral unity of the quality is presented by the following components: advanced motivation, ability to define objectives and set goals, ability to make choices and realize actions, ability to select necessary tools, and ability to practice performance measurement by both parties: student teams and a professor (reflection). Possible ways of the studied technology modification are provided. Experimental results obtained under the guidance and supervision of the group of university educators and their tutor are presented.
