Summary/Abstract: After the collapse of state socialism, the potentially harmful influence of unreconstructed communist-era bureaucracies was recognised in general terms. But reform of the state was widely seen as a second-order issue, largely reducible to the rolling back of old institutions, which would more or less automatically flow from the wider success of liberal economic and political reforms.
