About Certain Problems in Determining the Status of Kosovo

Summary/Abstract: Following the analysis of the relationship of Serbia and Kosovo and Metohija and proposed status models (Hong Kong, Holland Islands, Cyprus) the author presented his views. The author believes that the solution lies in the creation of a new political consensus on politics toward Kosovo and Metohija. Serbia faces two sustainable and long-term useful policies. Serbia may fight for peaceful reintegration of Kosovo within Serbia "as functional autonomy" according to the model of existing European autonomy. If this position is unacceptable, Serbia should first offer an "historical agreement" to Kosovo Albanians - to recognise the autonomy of the province under the condition of changing borders and mutual agreement on wide autonomy of Serbian enclaves in Kosovo and Albanian enclaves in remaining part of Serbia. In that case the following question should be raised: property issues, religious objects, cultural and historical monuments. The author concludes that in Serbia there is no sufficient state forces to propose, formulate and implement this new policy.
