Characteristics and Special Features of the Mechanisms for Financial Support of the European Film Industry

Summary/Abstract: A very small part of the film production created in Europe manages to attract the attention of the wide audience at a national and international level. The European producers, filmmakers, distributors and those that present the films rely mainly on public resources and the governmental mechanisms for film support in order to fill in the 'gaps' between the ever-growing expenses for film production and the received revenues. Why does state aid exists for European films, what are the models and mechanisms for realization of financial aid for film production and audiovisual production, which are the major problems and what should be changed? Based on these topics that mark quite a wide field of research the text limits itself to a couple of questions. First of all it tries to draw the legal (normative) framework on which it is based and which assists the application of mechanisms for financial state aid for the support of the film and audiovisual industry in the EU countries; second - to draw some of the more important characteristics that mark the different approaches in each European county in granting financing for film production as well as to structure the key methods for raising funds for the cinema. Finally the new tendencies that have been established during the last few years in the distribution of financial resources for film production in Europe will be outlined and some conclusions will be drawn.
