DEVELOPING FRAMEWORK OF PUBLIC HEALTH LAW IN EUROPE

Summary/Abstract: This paper aims to provide framework for discussion on developing public health law in Europe. It addresses issues that are essential to be considered in the process of drafting a public health law and reflects on the existing national public health laws in Europe today, by exploring the trends in public health law today, addressing specifically risk-based approaches, where common understanding is that a fundamental aim of regulation is to prevent, reduce and manage public health risks. The author gives arguments and offers grounds for common European understanding of public health law, its definition, scope and process of drafting.
