Summary/Abstract: Public procurement represents one of the most important areas of state economy. The reason for that lies in in the fact that effective public procurement enhances competition between national economic entities, as well as trade between states. To realize effective public procurement system a few principles need to be accomplished. Public procurement principles such as competition, transparency, non-dicrimination and publicity are the basis for achiving state's econimic, political and social objectives i.e. welfare state.
