Summary/Abstract: The police in a democratic country for which the rule of law is indispensible, will no longer have to respect the human rights of the inhabitants, but also to protect them – this became their main role. As there is always a chance to fail, the Council of Europe has built up a preventive mechanism, the Committee for the prevention of torture and inhuman or degrading treatment or punishment (CPT), which is to help the member States to identify unacceptable treatment. As CPT members or delegations may show up even at night at police stations, officers need to know about their obligation to cooperate.
