Summary/Abstract: The European Union has the diplomatic resources, the credibility and the civil power to facilitate conflict resolution. These capabilities should now be utilized in the Middle East. The Middle East conference in Washington in November will provide a window of opportunity for peace-making, and in this context Europe can no longer hide behind the United States.
