Summary/Abstract: The opinion deals with the legal status of international arrangements concluded by Polish provinces (voivodships). These arrangements, according to the author, are not international agreements, as – under the Constitution of the Republic of Poland – provinces do not have competence to conclude such agreements. Provinces are only allowed to join international association of local communities that are not international organizations.
