Summary/Abstract: The historical act that set the basis of our national unitary state raised the problem of reorganizing the state on a new consttutional frame. This paper aims to analyze the measures and principles of the administrative reform realized in the Constitution of 1923, with an emphasis on relation between the theoretical reception and the practical implementation of the principles of decentralzation, deconcentration and stability.
