Transforming Hamas. Risk analysis on the transition from a terrorist organization to a political party

Summary/Abstract: The present study aims to construct a risk analysis of Hamas’ transition from a terrorist organization to a political party in the context of the 2006 Palestinian parliamentary elections. The main argument of the paper is that this transition may constitute a risk to the Palestinian political system, as it generates threats that could materialize in considerable damage at a systemic level. In order to accomplish this goal we employ a qualitative method of risk analysis developed by RAND Corporation in order to measure terrorist risk, which is entitled TRAM (Terrorist Risk Analysis Method) and which we will attempt to adapt in order to satisfy the methodological requirements of this paper.
