“Fiscal pact” vs. fiscal policy

Summary/Abstract: This paper presents new elements of fiscal rules for the EU countries in the socalled “fiscal pact”. It shows a change in fiscal policy in Poland from anti-cyclical expansionary in 2003-2004 to pro cyclical expansionary in 2010-2011 as a result of strengthening the fiscal rules. ‘Fiscal Pact’ enables sustainable fiscal policy at the national level through the introduction of a constitutional rule of the structural budget balance.
