Summary/Abstract: Analyses have shown that we are in a crisis period, met with on one hand with the state of general weakness of economic and social context and the underdevelopment of infrastructure, and on the other in the same segment registered a large untapped potential, especially in the management of human resources which will lead policy role and full commitment of not only the leading staff, institutions and organizations contribute to a better future. Analyses have also shown major problems in the implementation and enforcement of personnel policy. It's no secret that in times of crisis the human service was the sector among the first to go. Human resources and their management have the leading role in planning and implementing a human resources plan. Management teams are going to plan the development of industrial cities, modern technologies and quality products, the energy hubs ... Creating a vision and the first step to start the development cycle is possible only if the staff are allowed to become independent, to start thinking rationally and quickly mature and seek results regardless of political options.
