Summary/Abstract: The article represents the results of the study of the hierarchal Order letters to Vladimir, Kargopol, Vyazma and Khlepen and the tsar's Order letters to Volok and Zavolochie. Comparison of the texts of these documents has revealed that the first part of the common form of hierarchal Order letters, which included the council's resolutions about the elective representatives of the parish priests, was based on the common form of tsar's letters. The form of hierarchal letters includes references to the tsar's letters as the main document, which meant making a bishop approve council decisions initiated by the tsar's decree. In all likelihood, the situation was determined by the necessity to overcome the discontent of the part of hierarchy, for whom the planned reform meant restriction of their own administrative power. The research on the second part of the form of hierarchal Order letters enabled the author to suggest that it was derived from the same hierarchal didactic letter as the First Council answers in the Stoglav.
