Summary/Abstract: Paper presents the argumentation in favor of thesis that the concept of administrative capacity for acquisa implementing should be understand wider than the regulatory frame existence its self as well as the specific administrative authority or the organization directly in charged for EU legislation implementation. The fact that the debates on administrative capacity are poorly informed and the reform moves are slow and insufficiently effective, is caused by subjects that are being analyzed in this paper: unfavorable constitutional framework of the Dayton BiH, lack of European Commission expertise in the area of administrative reform of the societies in transition and relatively “late start” of institutional criteria and administrative capacities as condition to the countries in transition to EU accession. After being formulated, European understanding of administrative capacities (in a style of a “moving target”) implies not only capability of public administration to implement European public policy and acquis but also a systematic (constitutional) framework for democratic process and efficient decision making and service providing, as well as the capability of general administrative development towards specific standards. As for that, and as this paper has shown on the coordination example, the concept of administrative capacity should be understand not only in a way of normative framework existence or administrative authorities organization and organizations directly relevant for acquis implementation (in actual debates and political and reform agenda), but also in a way of general administrative potential, quality and practical work and wider public law framework for their efficient activity.
