Summary/Abstract: The paper is dedicated to the development of a new statistical model for measuring efficiency in administrative affairs and evaluating public sector performance. Relevance and application of the model is tested through evaluations performed on a very narrow target group, state servants employed in state authorities directly involved in administrative decision making. If proven appropriate for this type of testing, potential for applicability of the model is virtually limitless in all areas of the public sector. A secondary goal is providing feedback on the objectiveness of preclusive deadlines determined by law. Are time frames offered by current regulations sufficient to enable competent authorities to deal with the amount of civic services demand? However, one must emphasize that objectivity as noted in this text must not be perceived as flagrant criticism of Macedonian legislation, on the contrary preclusive deadlines as regulated by the Law on General Procedure are considered objective and appropriate.
