Summary/Abstract: This paper aims to reviewing the most important influences of legislation in establishing associations, civic fundraising and courage. I came to the conclusion that characteristics of associations were determined by prohibitive, restrictive legislation, which created new organizations as well. This sector was entirely or partially run by the state. By analysing statistics, acts and decrees I’ve researched the status of associations in retrospect before II World War.
