Summary/Abstract: This special issue features outstanding papers presented at the 14th annual scholarly conference hosted by the Department of Public Administration – now Ragnar Nurkse School of Innovation and Governance – at Tallinn University of Technology and the journal Halduskultuur – Administrative Culture on 27-28 April 2012 in Tallinn, Estonia. All contributions look into the state of local governance, particularly by focusing on decentralization and participation.
