Summary/Abstract: Draft Convention on Promotion and Protection of Rights and Dignities of Persons with Disabilities is currently the most significant human rights treaty that is being prepared within the UN framework. In December 2001, at the initiative of Mexico, UN General Assembly set up Ad Hoc Committee that will be in charge of drafting the Convention. So far Committee had 4 sessions. Early in 2004 Working group of experts of Ad Hoc Committee came up with draft text that is currently discussed by state delegations and observers in the Ad Hoc Committee. Draft of Convention is based on the principles of respect for dignity and right of persons with disabilities to decide about their lives, non-discrimination, full participation of persons with disabilities in all spheres of social life on basis of equality, respect for disability as part of human diversity, sex and gender equality. Draft prescribes for obligations of states to amend or nullify the acts contrary to the Convention, to prohibit discrimination on ground of disability in their Constitutional Acts, and adopt appropriate antidiscrimination legislation. States should mainstream disability issues into all economic planning and policies, consult representatives of persons with disabilities on all relevant issues and immediately ensure realization of political rights of persons with disabilities. Economic and social rights of persons with disabilities shall be realized to the maximum extent of each state's available resources. Serbia and Montenegro takes work on drafting of this UN Convention very seriously and it has engaged disability movement expert to be member of its' delegation to UN Ad Hoc Committee.
