Summary/Abstract: For today small business in St.-Petersburg develops dynamically owing to the favorable policy of Administration of St.-Petersburg and especially - owing to desire of people to be engaged in enterprise activity. However, there are many problems stirring to this development - problems in laws, in their execution, in the scornful attitude to small business from federal and regional authorities. For development of small business it is neсessary to create uniform legislative basis of today's activity of the Russian small business, to eliminate administrative barriers, to enter privileges and preferences to small business, to reduce tax loading, to provide close cooperation between large, average and small business, to struggle with corruption and to deduce small business from sphere of shadow economy.
