Summary/Abstract: In this article, it is intended to explore whether the candidate countries (Bulgaria, Romania, Croatia and Turkey) are harmonised with EU legislation in relation to environmental measures through the sub-articles of Article 22 of the ‘Copenhagen Criteria’, which are outlined above. In addition, this study also includes a comparison of these candidate countries. For this reason, the current (2005) harmonisation towards the EU of candidate countries is examined by taking close account of the EU’s progress reports. Then, the progress of the candidate countries and their public opinion (Eurobarometer) will be analysed as regards the environment by comparing them both with the EU and with each other.
