Summary/Abstract: The article is based on the results of the research project „Energy: pulling the Baltic Sea region together or apart?” carried out by the Latvian Institute of International Affairs (LIIA) in 2008-2009 with the participation of researchers from nine states of the Baltic Sea Region. Although this article draws heavily on the findings of this project, the opinions and views expressed are author’s own responsibility.
