New employment and industrial relations legislation for Malta

Summary/Abstract: At the time of writing, in September 2002, the Employment and Industrial Relations Act has still to be presented to the full House of Representatives of Malta for additional debate, vote and eventual formal enactment. The current year has proved to be an eventful one in terms of industrial relations and could still hold some additional surprises when the government starts issuing new regulations on the strength of a newly-enacted EIRA. The whole debate surrounding this latest legislative effort on the industrial landscape has served to crystallise better the position of the social partners and has, on occasions, revealed their core beliefs and fallback positions, as well as their respective strengths and weaknesses.
