Summary/Abstract: In the year 2004, on the 4th of December a plebiscite was organized in Hungary, in which the citizens were asked to express their opinion regarding some important matters, by answering two questions with yes or no. The first question referred to a purely internal problem, the privatization of the public health institutions. The second one created much more conflicts and quarrels, as it regarded the citizenship of the Hungarians living outside of Hungary.
