Summary/Abstract: By accession to the EU integration processes of separate regions and their municipalities are be-coming more important in Latvia’s development. The regional reform that could make a relevant contribution to the integration processes’ implementation is not widely performed because of many essential factors that were not taken into account while the reform was planned. One of such not enough discussed factors is different flows ensuring where logistics basic principles could have relevant importance. Logistics as a science is not studied enough in Latvia, the base of scientific suggestions is not worked out, as well as necessary infrastructure elements are not evaluated so that it could facilitate faster development of logistics, especially ensuring different flows of social processes. A great part of infrastructure elements is under the municipalities’ jurisdiction, so the municipality can be the logistics process promoter, in its turn logistics can support municipalities’ stability. However, integration is still expressed only as a territorial consolidation, not uniting infrastructure elements of different possession which cooperation could facilitate logistics basic principles introduction in business, financial and social flows ensuring. Presently the attention is paid only to business logistics in Latvia, not stressing the importance of logistics to the development of social problems, however, social problems solving and flows ensuring in this field could realize the EU requirements for big and strong regions. Necessary infrastructure elements ensuring the information, services and population flows involving other authorities existing structures could hasten the most favourable regional reform model implementation and could ensure financially strong municipalities arising.
