Summary/Abstract: The article is devoted to the reasons of political tension in the relations between Russia and Germany against the background of worsening of the economic ties caused by the policy of German chancellor O. Bismarck. As a result, Russian external loans passed to the French financial market and Russia and France concluded a military and political alliance in the end of the 19th century.
