Summary/Abstract: This study aims to examine process-oriented and results-oriented approaches in public administration, both theoretically and through examples from various countries, based on the New Public Management (NPM) paradigm, Governance, and Total Quality Management (TQM) approaches. This study, conducted through literature review, conceptual comparative analysis, and case study methods, argues that in the post-NPM, process-oriented and results-oriented approaches in public administration are undergoing a synthesis process. The main finding of the study is that while purely results-oriented approaches provide rapid results and increased performance, process-oriented approaches provide transparency, accountability, continuity, participation, and increased quality. There is a trend towards the integration of these two approaches. Within this trend, it has been observed that new theoretical frameworks such as governance, TQM, and the Neo-Weberian state combine both adherence to legal procedures and results-oriented performance management. This is also supported by the application examples discussed in the study. In conclusion, it appears that a more effective, participatory, and quality-oriented approach to public administration, focusing on both processes and outcomes, is beginning to prevail.
