Summary/Abstract: This article attempts to identify the key elements of the Polish civil protection system, implemented from the beginning of 2025. The institutional analysis is a case study, encompassing the conceptualization of civil protection issues, the process of adopting new regulations, and the operationalization of the new system’s assumptions. The first analytical layer concerns the shape of the new system (what, where, when, and how was it created?), while the second analytical layer (why?) involves identifying the main assumptions and challenges it faces. The first layer interprets the regulatory changes in the area of civil protection in 2025. The second layer provides a theoretical interpretation of these changes. Both innovative elements and contextual limitations of the system are identified.
