Report and Debate on the State of the Municipality from the Perspective of Municipal Executive Bodies and Councilors

Summary/Abstract: The article presents the results of empirical research on the assessment by councilors, mayors, and city presidents of the implementation of a new mechanism in municipalities – a report on the state of the municipality, a debate on it, and a vote of confidence in the executive body. This mechanism was examined from the perspective of accountability theory, using the multiple case study method. Based on individual interviews, it was determined that despite positive assessments of certain aspects of the new procedure, councilors and mayors are critical of its practical application and impact on the activities of executive bodies.
