Summary/Abstract: Local government in Poland operates on the basis of legal regulations, according to the principles of subsidiarity, presumption of competence, decentralization, and financial independence. The legislator entrusted it with the implementation of tasks consistent with public policy. Local government officials received a number of competences, obligations and orders and prohibitions. All this was intended to eliminate abuses in the functioning of local government. In practice, despite maintaining the above-outlined norms and regulations, local policy takes into account a number of factors outside the municipal government system. The aim of the article is to diagnose the abuses (pathologies) occurring in municipal government in Poland and to answer the following questions: what abuses (pathologies) occur in local elections and the functioning of municipal government in Poland? Do these abuses influence the creation and implementation of local policy?
