The Assessment of Selected Legal Changes in the Public Rental Housing System

Summary/Abstract: The public task of providing rental housing at low rent is a phenomenon that dates back to the 19th century. A viable instrument for meeting the housing needs of the poorest members of society, became Social Housing Associations (now Social Housing Initiative). Their establishment and activities in the period immediately following the establishment of this system, underwent a significant metamorphosis. Not only in terms of the continued expansion of their activities, but also in terms of the meaning of their existence, in the face of changes that allow tenants to turn their rent into ownership.
