Summary/Abstract: The article analyses the role and position of non-governmental organizations in the development of adults’ transversal skills through strategies specific to non-formal education. The non-governmental sector, as part of civil society and distinct from the public and business sectors, includes NGOs, associations, foundations, and other non-profit organizations that address diverse social and community needs, promote common interests, provide services, disseminate information, and encourage citizens’ involvement. Its importance is particularly evident in the context of the increasing complexity of contemporary societal challenges and the need for communities to become actively involved in addressing them. In adult education, non-governmental organizations contribute to lifelong learning through flexible, participatory programmes adapted to actual community needs, creating opportunities for the development of critical thinking, digital, civic, social, and professional skills. Community programmes, volunteering, courses, educational projects, and initiatives such as Erasmus+ facilitate the practical application of knowledge, collaboration, critical reflection, and civic participation, thereby contributing to the enhancement of adults’ cultural and social capital. One of the main objectives of the article is to analyse the role of the community and of the educational structures within it in developing transversal skills among the adult population, with particular emphasis on the contribution of NGOs and on examples of good practice in Romania. The analysis highlights the fact that the development of adults’ transversal skills cannot be confined exclusively to formal education, but requires the coherent mobilisation of community resources through non-formal education. Thus, NGOs and community-based educational programmes represent an important pillar in supporting lifelong learning, social inclusion, professional development, and responsible civic participation.
