Summary/Abstract: The formula „Europe from the Atlantic to the Urals”, the French policy of Détente and the French – Soviet relations between 1958-1968 are inseparable. General Charles de Gaulle's policy of Détente is distinct from the American policy of cooperation between Super – Powers during the Cold War which later succeeded. General Charles de Gaulle's endeavour was to keep away from European affairs the monopol of Super – Powers in order to manage an European policy in Europe, starting to activate the bilateral relations between states in stead of the hegemonic system built in International Relation after 1945. First of all, on this way, a goal was to provide to the main partners of France from the two Blocks – the USSR and the Federal Republic of Germany/FRG, on a ground of dialogue and cooperation, the conviction that this new environment of Détente would be more favorable to their political interests. General Charles de Gaulle believed that security should follow Détente; the acceptance of this fact on the Soviet side is undoubtedly the most important success of General's visit to Moscow in 1966, event known as the „perfect summit” of French Détente policy, when Soviets admited that Europe's problems must be considered within Europe, when Soviets also accepted that the priority should be given to cooperation and dialogue in an ambiance of bilateral trust, in the European framework. This is clearly stated in the French – Soviet Declaration of June 30, 1966, which contains the famous triptych: „Détente, Entente, Cooperation”. The vision „Europe from the Atlantic to the Urals” has a particular complexity demonstrated over the time by continuous research on the issue. The research design of this study, built gradually, subchapter by subchapter, will bring into the light the depth of this vision as a whole, primarily borne on the historical pillars of cultural Europe, of Europe's non-offensive and cooperative nations. The geopolitical side of the Cold War comes only to depict for that moment this vision, essentially cultural, which could be interpreted by the primordiality of culture or through the vital roles assigned to the culture in relations between states, to the links it can generate in all areas, a true manifestation of cultural diplomacy in the arid field of Cold War confrontations between Blocs.
