Summary/Abstract: The issue of access to social rights of persons with disabilities is part of the wider area of regulation of social rights in the contemporary world. The past fifty years were marked by significant progress in the establishment of social rights not only as possibilities and intentions, rather as a real contribution to raising the quality of life. This article has the following goals: to analyze the existing legislation concerning recognition of social rights of persons with disabilities in Croatia, including some elements of the functioning of the systems responsible for access to social rights for persons with disabilities; to outline some characteristics of the reforms carried out in the most important "social systems" in Croatia (social welfare, education, health care, pension and employment system); to establish the level of perceived accessibility of some social rights for their beneficiaries and the level of the expressed need for individual forms of social rights. The results of the study illustrate some trends and possible problems that people with disabilities face in accessing or attempting to access certain social rights.
