OPTIMAL RULES FOR THE USE OF RESTRAINT BELTS AS A MEANS OF DIRECT COERCION IN THE PRISON SERVICE

Summary/Abstract: The article describes the detailed rules for the use of restraint belts as a means of direct coercion by the Prison Service over the last several decades. Particular attention is paid to the rules in force under current legal regulations and the controversies associated with their use. An analysis was also made of the rules for the use of these measures under earlier legal acts. On this basis, recommendations are proposed that would improve the functioning of the Prison Service in this area under today's conditions. The author's own experience in the use of, and in conducting practical and theoretical classes on, these measures was also used in developing them.
