A Comparative Analysis of the Three Symbolic Faces of Intelligence: News, Reconnaissance, and Reason

Summary/Abstract: This article approaches intelligence not merely as a technical security capacity but as a field of cultural meaning constituted within linguistic heritage, historical memory, and institutional selfnarratives. The aim of the study is to comparatively analyze the symbolic constitution of the terms “istihbarat” in Turkish, “razvedka” in Russian, and “intelligence” in English within Turkish, Russian, and British cultures. The research adopts cultural sociology as its main theoretical framework and employs comparative historical analysis together with the discourse-historical approach. The dataset consists of publicly available official legislation and institutional texts, the academic literature, limited but representative media texts, and selected products of popular culture. The findings show that although intelligence refers to a shared technical capacity across all three contexts, it acquires distinct languages of legitimacy within different cultural codes: in the Turkish context, it is associated with information gathering, state survival, and institutional protection; in the Russian context, it is linked to reconnaissance, security, and the self-sacrificing state agent; and in the British context, it emphasizes analytical reasoning, professionalism, and legal legitimacy. The article argues that these differences are reproduced not only in institutional definitions but also in popular cultural products such as James Bond, Stierlitz, and Teşkilat.
