Summary/Abstract: This article examines the zoning, layout, and institutional factors limiting the efficient utilization of Bulgarian railway network towards efficient local and suburban passenger transport. The paper analyzes the station layouts inherited from prevalently operational scoped development. It is also discussed how limited coordination between railway authorities and municipalities hinders the integration of rail services with local transport networks. Drawing on international experience, the article outlines the potential benefits of transit-oriented development, and cross-institutional coordination as a multivector approach to improving more sustainable urban mobility.
