Summary/Abstract: Food security has become one of Indonesia’s strategic development agendas; however, various challenges such as climate change, limited agricultural resources, supply chain disruptions, and weak institutional coordination continue to hinder the achievement of sustainable food security. Although the government has implemented numerous food programs, risks emerging in the environmental, agricultural, distribution, and governance sectors are still managed in a partial manner, thereby reducing the effectiveness of national food security policies. This study aims to develop a Cross-Sector Strategic Risk Management (CSSRM) framework to explain how various cross-sector strategic risks interact and influence Indonesia’s national food security. The research employs a System Thinking approach using secondary data derived from national policy documents, government reports, international organization publications, and relevant scientific articles. The analysis was conducted through strategic risk identification, conceptual framework development, and the construction of a Causal Loop Diagram (CLD) to map dynamic relationships among variables in the national food system. The findings identify four main categories of strategic risks affecting national food security: Strategic Environmental Risks, Institutional Coordination Risks, Agricultural Resource Risks, and Supply Chain Risks. The results show that these risks interact and influence Food System Resilience through cross-sector risk management mechanisms. Leverage point analysis indicates that CSSRM is the most strategic intervention point, as it integrates institutional coordination, risk management, policy effectiveness, and food system resilience.
