Summary/Abstract: This study examines the digital technologies for smart city management and introduces a conceptual framework for a smart city management model tailored to Turkish public administration. The findings propose a model incorporating digital twins and artificial intelligence (AI) to enhance smart city governance. The proposed model is suitable for the Türkiye context. However, other countries can adopt similar models to address their unique urban priorities and problems. This study emphasizes the critical role of digital twins, AI, and automation in digitalization to tackle urban issues. Additionally, it presents a conceptual framework to enhance the effectiveness and efficiency of service and task forces in sustainable smart cities, aligning with Turkish public administration. This research provides essential insights for policymakers, urban administrators, planners, and researchers involved in smart city management.
