Health System Performance in OECD Countries: A Multi-Criteria Evaluation of Türkiye’s Position

Summary/Abstract: The main objective of this study is to comparatively evaluate the health system performance of OECD countries using multi-criteria decision-making (MCDM) methods, to determine Türkiye’s position among these countries, and to compare the consistency and results obtained from different methods. The study considers six key indicators: life expectancy at birth, mortality rates due to communicable and non-communicable diseases, unmet health care needs, satisfaction with health services, and self-perceived health status. Data were obtained from regularly published statistics of international organizations such as IHME, Eurostat, and OECD. In the analysis, TOPSIS, PROMETHEE II, and ELECTRE III methods were applied in combination. The findings reveal countries with higher socio-economic levels such as Luxembourg, Switzerland, the Netherlands, and Belgium ranked at the top in terms of health system performance, while lower income countries like Latvia, Poland, and Türkiye were positioned in the lower group. Although Türkiye showed relatively better performance in some indicators, its overall health system performance remains below the OECD average. This study demonstrates that multi-criteria decision-making methods provide a robust and holistic approach to assessing health system performance and offers multidimensional recommendations for policymakers and health system managers to improve system efficiency and equity.
