FROM POLICE COOPERATION TO REPRESSION: INTERPOL SERVICES AND THE RISK OF THEIR INSTRUMENTALIZATION BY STATES

Summary/Abstract: This paper analyzes the phenomenon of the abusive use of INTERPOL tools and services, in particular Red Notices, by certain states that exploit them for political and repressive purposes. INTERPOL, as an international police cooperation organization, is neutral and explicitly prohibited from involvement in political matters. However, there are cases in which authoritarian regimes have used these instruments to target political opponents, journalists, activists, or members of the diaspora. The analysis is based on public information, legal instruments and reports from international organizations, highlighting the impact on fundamental rights, in particular freedom of movement and the right to asylum. The results of the research show that these practices undermine INTERPOL's credibility and jeopardize the balance between global security and the protection of human rights. In conclusion, the need for institutional reforms and the strengthening of verification mechanisms is argued to prevent the transformation of an instrument of international police cooperation into a means of repression.
