Summary/Abstract: Resilience in all its aspects is a concept adopted at all levels of national decision-making. However, to achieve the country's goal with a high resolution, I believe that, at least in the field of civil protection, it is necessary to identify national and regional risk elements and, last but not least, define, assume and implement actions specific to the concept of a national civil protection system. The challenges of the civil protection field, which are an integral part of the country's security architecture and are corroborated with initial NATO requirements for increasing national resilience and the Resilience Guide, but also by the actions established at the level of the EU civil protection mechanism What is presented in this article represents a challenge and raises the bar for the competencies and involvement of the Department for Emergency Situations and the General Inspectorate for Emergency Situations, but in fact represents the need for evolution that would contribute to making SNMSU more efficient. I believe that one of the keys to the survival or good behavior of the state and its population in critical situations is civil protection, which must be the engine of preparation and training for extreme situations. In fact, all of the above and more represent a side of national defense in special situations and a barometer of state resilience.
