Summary/Abstract: Vocational training in Europe calls for specific course design processes aligned with both operational requirements and European education qualifications frameworks. This article presents and debates the key component of vocational course development, namely the learning strategy: its principles, the structure of learning seen as learning blocks, and the calculation of working load and credits (ECTS). An eight-year consistent involvement in course design and review in various European law enforcement training programmes has revealed that this field poses challenges to, among others, learner-centeredness, experiential learning, peer learning and feedback and recognition of prior learning; consequently, developing a successful learning strategy for such training programmes needs clear, salient and adapted guidelines.
