Summary/Abstract: The study aimed to examine the evolution of the humanitarian crisis that has significantly affected the Republic of Moldova following the outbreak of the Russian Federation's invasion of Ukraine on February 23, 2022. Throughout 2022, a total of 8 million crossings of Ukrainian citizens were recorded at the state border, influencing the geopolitical situation in the region and all spheres of social, economic, and legal life. Armed conflicts generate millions of refugees worldwide, exacerbating the refugee crisis in Europe. Managing refugee flows resulting from armed conflicts requires effective utilization of all instruments available to the Government, yet such crises cannot be overcome without international cooperation and external assistance. Understanding systemic vulnerabilities, the typology of associated criminality, and related risks contributes to overcoming humanitarian crises within a shorter timeframe and with minimal effort, producing repercussions at both local and regional/international levels.
